The Northwest Frontier Addiction Technology Transfer Center (NFATTC) is part of the ATTC Network and is one of 14 Regional Centers. NFATTC's service area includes Alaska, Hawai'i, Oregon, Washington and the Pacific Jurisdictions (American Samoa, Guam, Commonwealth of Northern Mariana Islands, Federated States of Micronesia, Republic of the Marshall Islands and Republic of Palau).
The ATTC Network is a nationwide, multidisciplinary resource for professionals in the addictions treatment and recovery services field. The Network was established in 1993 by the Substance Abuse and Mental Health Services Administration (SAMHSA).

This document is a companion product to Technical Assistance Publication (TAP) 21. TAP 21 identifies 123 competencies essential to the effective practice of counseling for individuals and families experiencing psychoactive substance abuse disorders. The Performance Assessment Rubrics describes counselor/clinician proficiency along a continuum marked by four distinct benchmark descriptions of counselor ability for each of the competencies.
